Craig E. Thompson
Chief Executive Officer
Craig E. Thompson joined APLA Health as chief operating officer in 1997 and became the chief executive officer in July 1998. In his current role, he oversees all operations for APLA Health, including clinical operations, client and community services, health education and HIV prevention, government affairs, fund development, finance, and communications.
Prior to joining APLA Health, Craig was vice president and chief financial officer of AIDS Healthcare Foundation (AHF) from 1992 to 1997. While at AHF, he played a lead role in establishing and operating Positive Healthcare, the first Medicaid-managed care program in the U.S. for persons with AIDS. From 1988 to 1992, Craig was employed by Security Pacific Burns Fry, an investment banking firm, working as part of the advisory team in mergers and acquisitions.
Craig received a bachelor’s degree in political science from Washington State University and graduate degrees from the University of Washington School of Law and New York University School of Law. He also earned a master’s degree in business administration from the Wharton School at the University of Pennsylvania.
Robyn Goldman
Chief Financial Officer
Prior to joining APLA Health in 2010 as chief financial officer, Robyn spent five years at nonprofits, including most recently as chief operating officer and chief financial officer of Girl Scouts of Eastern Pennsylvania and as executive director of Big Brothers Big Sisters of Montgomery County in Pennsylvania. From 1997 to 2002, she was the executive director of Ventures at WHYY, Philadelphia’s public broadcaster. From 1991 to 1996, she was the co-founder, COO, and CFO of NYT Video News International, which was sold to The New York Times in 1996. Robyn began her career at the CPA firm of Goldfarb, Whitman and Cohen in West Los Angeles.
Robyn received a bachelor’s degree in business economics at University of California, Santa Barbara, and a master’s degree in business administration at the Wharton School at the University of Pennsylvania. She is a certified public accountant in the state of California, inactive.
Craig Bowers
Chief Marketing and External Affairs Officer
Craig Bowers joined APLA Health in 2020 as the Chief Marketing & External Affairs Officer. He oversees APLA Health’s Marketing, Communications, Advancement and Government Affairs teams.
Bowers previously served as Vice-Chair of the Board of Directors at APLA Health, on the board of the Los Angeles Gay & Lesbian Chamber of Commerce, and as a board member of Christopher Street West, which produces LA Pride.
Prior to joining APLA Health, Craig produced programmatic events on behalf of Fortune 500 corporations in addition to managing his own portfolio of first-party live event brands targeting niche audiences. He is a certified festival producer by the City of Los Angeles and a voting member of the Recording Academy. Bowers has also worked for The Walt Disney Company, Key3Media, Voce, and HBO.
Craig received a bachelor’s degree in political science at University of California, Berkeley, and a master’s degree in public policy (MPP) from the John F. Kennedy School of Government at Harvard University.
Jeff Bailey
Director of HIV Access and Community-Based Services
As director of client services, Jeff oversees the coordination of APLA Health’s Client Services division.
Prior to joining the agency, Jeff served as the director of Health Education & Prevention at the Los Angeles LGBT Center, overseeing a variety of evidence-based HIV health education and risk reduction services focused on men who have sex with men, transgender women, and people living with HIV, as well as tobacco control and substance use prevention programs.
Recognized for his leadership in community planning, Jeff served as one of the community co-chairs of the Los Angeles County HIV Planning Committee from 2001 to 2005 and presently participates as a member of the Urban Coalition of HIV/AIDS Prevention Services. He is also a part-time professor at Cal State University Los Angeles in the Health Sciences department.
Jeff received a master’s degree in public health from California State University, Northridge, and an undergraduate degree in history from UCLA. He also has a degree in physical education and a secondary teaching credential in social sciences.
Ken Mintzer
Director of Development
As the Chief Advancement Officer at APLA Health, Ken Mintzer brings decades of experience in nonprofit fundraising, development, and strategic planning with an expertise in cultivating relationships with philanthropists and community members. Most recently, Ken served as Chief Development Officer for Compassion & Choices, a national non-profit agency.
Ken also served as the institutional advancement officer and interim chief development officer at the Gladstone Institutes, where he managed a five-year $35 million fundraising campaign for the Center for HIV and Aging. Prior to joining Gladstone, he served as associate director of development at Cedars-Sinai Medical Center in Los Angeles, where he launched a corporate alliance program and generated partnerships with companies nationwide. Ken also served as vice president for development at the City of Hope, a comprehensive-care cancer center in Los Angeles, managing a $25 million fundraising campaign and supervising a 25-member staff. Ken earned two degrees in social work, including a bachelor’s from Virginia Commonwealth University and a master’s from Case Western Reserve University in Cleveland, Ohio.
Phil Curtis
Director of Government Affairs
Phil Curtis oversees the policy and advocacy activities of APLA Health’s Government Affairs division.
Phil joined the agency as a case manager in 1989 and later worked as APLA Health’s benefits coordinator, managing the agency’s first return-to-work program. He joined the Government Affairs division in 2000.
Previously, Phil worked as a journalist, writing for a variety of newspapers, magazines, and wire services. For several years, he worked for PBS flagship station WNET-TV in New York City, where he was an on-air producer/reporter for the station’s first nightly newsmagazine, The 51st State. He later served as executive producer of PBS’s national weekly media review Behind the Lines.
Phil is a graduate of the University of Virginia.
Terry Smith
Director, Sexual Health Services and Community Resources
Terry Smith has over 20 years of progressive responsibility with a variety of nonprofit organizations focusing on policy, runaway and homeless youth, HIV education/prevention, and employment services for persons with disabilities, among other issues. As director of HIV prevention services, Smith is responsible for overseeing and guiding program development, implementing, monitoring, and evaluating all HIV prevention services APLA Health provides.
Among the diverse programs Smith oversees are those that focus on men who have sex with men from a variety of populations, including crystal meth users, young adults, Native Americans, African-Americans, and Latinos. He is currently a member of Los Angeles County’s Commission on HIV. Additionally, he was a member of the legacy HIV Prevention Planning Committee, where he served as co-chair from 2007-11, and was a founding member of the Black Los Angeles HIV/AIDS Coalition, where he served as president from 2009-13.
He has a long history of collaboration and community work in the HIV prevention field, serving as a member or providing leadership to various task forces addressing issues as they relate to populations most impacted by HIV. He holds a bachelor’s degree in psychology and a master’s degree in public administration.
Madria Marshall
Chief Human Resources Officer
Madria Marshall joined APLA Health in 2005 as director of human resources. A seasoned executive with 25 years of experience in the field, she has worked in the healthcare, transportation, finance, and consumer products industries.
For nearly 20 years, Madria worked at UHP Healthcare/Watts Health Foundation in Inglewood, most recently as director, human resources/vice president, personnel services. She has broad experience with union negotiations, recruitment and referral programs, compliance audits, and management training. She began her career at Mattel, Inc. in El Segundo, CA.
Madria holds a B.S. from California State University, Long Beach, and a master’s degree in organizational management from the University of Phoenix. She is a member of the Society of Human Resources Management and Human Resources Executive Networking.
Scott Blackburn
Director of Case Management
Scott Blackburn first joined APLA Health as an intern in what was then known as the Mental Health Department in 2007. During his internship, he was selected to participate in the LINKS program, a psychotherapy-driven prevention program focused on harm reduction among high-risk clients. After his internship, Scott spent the next five years providing trauma-focused therapy in underserved communities in the Antelope Valley and Metro Los Angeles. During this time, Scott also began work completing strength-based, multi-disciplinary assessments of families and children entering the DCFS system, focusing on stabilization and reunification.
In 2013, Scott happily returned to APLA Health as a clinician in the Mental Health Department, then resuming a multi-disciplinary approach as a Social Work Case Manager in Home Health. Most recently, Scott held the position of Home Health Administrator before accepting the role of Director of Case Management in December 2020. He oversees the Home Health and Medical Care Coordination programs at APLA Health.
Scott earned his master’s degree from Phillips Graduate Institute in Los Angeles and his B.F.A. from Southern Methodist University in Dallas.
Shrenik Talsania
Director of Quality
Dr. Shrenik Talsania joined APLA Health in 2021. In his role, he oversees the daily operations of the Quality, Utilization Management, Risk, and Compliance department.
Before joining APLA Health, Dr. Talsania was a Practice Administrator for several years at FQHCs in California and Oklahoma, gaining extensive experience in management, clinic operations, enhancing access to quality care, and implementing EHR improvements.
Dr. Talsania holds a diploma in pharmacy and a medical degree from India. He furthered his education with a master’s degree in public health (MPH) from the University of Oklahoma Health Sciences Center and a doctor of public health (Dr.PH) degree from Loma Linda University.
Beyond his work at APLA Health, Dr. Talsania is an active member of professional organizations including the American College of Healthcare Executives (ACHE) and the Medical Group Management Association (MGMA). During his leisure time, he enjoys spending quality moments with his family and friends, watching movies, exploring street food, and playing table tennis. He is proficient in three languages.
Donny Fan
Chief Information Officer
Donny Fan joined APLA Health in 2019 with 25 years of technology leadership experience. Prior to joining APLA Health, Donny was in various senior leadership roles leading technology and solutions delivery for non-profits and healthcare organizations for over eleven years serving as IT Director, Applications at Methodist Hospital of Southern California, Interim CIO at Heluna Health, and Corporate Director, Financial Program Delivery at Providence St. Joseph Health. From 1996 to 2008, Donny was the Business Unit CIO for Corporate Benefits and Investment/Trust Administration at Northrop Grumman Corporation.
Donny received his bachelor’s of science degree in aerospace engineering and master’s of science degree in systems management from University of Southern California.

Jay Gladstein, M.D.

Jay Gladstein, M.D. was born and raised in Portland, Oregon. After receiving his bachelor’s degree from Vassar College, he returned to the Northwest, teaching public school in Seattle. This was during the peak years of the HIV epidemic, and Dr. Gladstein felt its impact on his own community. After losing a close friend and mentor to HIV in 1992, Dr. Gladstein was moved to join the care community by becoming a physician himself. He completed a postbaccalaureate premed program at University of Washington and then entered the USC School of Medicine in 1997. He has made Los Angeles home since.
Dr. Gladstein completed his internal medicine residency and infectious diseases fellowship at Cedars-Sinai Medical Center. Having been a teacher before medical school, he remains committed to education. Dr. Gladstein helped establish APLA’s Olympic facility as one of the clinical rotations sites for Cedars-Sinai’s Internal Medicine residents. He is currently on the faculty as an assistant clinical professor at the UCLA School of Medicine.
Dr. Gladstein has been principal investigator of numerous clinical trials designed to advance HIV treatment and prevention. He is board-certified in Internal Medicine and Infectious Diseases.

Jerome de Vente, M.D.

Dr. Jerome de Vente has had a long-standing interest in HIV care, dating back to the 1980s when he volunteered for a Nashville-based AIDS service organization while in medical school.
Prior to joining APLA Health, he served as a physician at the CARE program at St. Mary Medical Center in Long Beach, where he also currently directs the hepatitis C program, as well as several hospitals throughout Southern California and the greater Seattle area. De Vente is board-certified in internal medicine and infectious disease, and holds professional memberships in the American College of Physicians, the Infectious Disease Society, and the American Academy of HIV Medicine. As an academic and educator, he has participated as an investigator in HIV treatment clinical trials, served on several peer review committees, and currently sits on the faculty as an assistant clinical professor at the UCLA School of Medicine.
Dr. de Vente specializes in internal medicine. He received his medical degree from the Vanderbilt University School of Medicine and his bachelor’s degree from Oberlin College.

Kevin Tangonan, M.D.

Dr. Kevin Tangonan is a staff physician and Site Medical Director at the Gleicher/Chen Health Center. Dr. Tangonan joined APLA in 2020 upon the completion of his medical training. He received his medical degree from Touro University, completed his residency locally at the White Memorial medical center Family Medicine program, and then continued his postdoctoral education with a fellowship in HIV in the Infectious Disease unit of LAC+USC. Dr. Tangonan is board certified in Family Medicine and accredited by the American Academy of HIV Medicine.
APLA’s mission to achieve healthcare equity and promote well-being for the LGBT and other underserved communities aligns with Dr. Tangonan’s mission and reason for pursuing medicine.
Kevin lives in Los Angeles with his husband—a theme park and hospital architect—and they have two fur babies: Rocco the beagle and Kit the Shiba Inu. While in college, Kevin initially studied music, but then pivoted his focus towards HIV/AIDS after his best friend found out about their diagnosis. That experience kicked off Kevin’s pursuit of medicine and passion for providing culturally competent care to the LGBTQ+ population. In his spare time, Kevin can sometimes be spotted riding his bicycle around Los Angeles or casually posting his culinary experiments on social media.
Vallerie D. Wagner

Vallerie joined APLA Health in 2006 as the director of health and wellness programs and became director of education in July 2007.
Prior to joining APLA Health, Vallerie served as the COO at the Black AIDS Institute, the first black HIV/AIDS policy center dedicated to reducing HIV/AIDS health disparities by mobilizing black institutions and individuals in efforts to confront the epidemic in their communities. Prior to joining the Institute, she was the director of education and social services at the Los Angeles LGBT Center.
Before entering the world of nonprofit management, Vallerie worked as an engineer at Jet Propulsion Laboratory for 15 years on the Voyager and Galileo projects. She received her B.S. degree in mechanical engineering from Southern University in Baton Rouge, LA. She received her M.S. in electrical engineering from Tuskegee Institute in 1983 and was the first woman to receive a master’s degree in engineering from that institution. A tireless advocate for the human rights of the LGBT community and people living with HIV/AIDS, Vallerie has worked with culturally and linguistically diverse populations locally, nationally, and internationally for more than 30 years.

Dr. Steven Vitero joined what was then known as AIDS Project Los Angeles Dental Services in July 2004. As the medical director of dental services for APLA Health he is responsible for the management of staff and all day-to-day operations of the organization’s four dental clinics and mobile dental van in Los Angeles.
In 1988, Steven established his own private dental practice in Carson, CA. From 1995 to 1999, he also treated underserved members of the community in Bell, CA, as a staff dentist for Community Health Foundation of East Los Angeles, a nonprofit health program. In 1998, he opened and established a small elementary school campus based dental clinic at San Miguel School in South Gate, CA, as he worked alongside a general physician to provide a convenient and reliable health evaluation alternative for the neighborhood.
Steven received his bachelor of science degree in zoology from the University of California, Davis, before going on to receive his doctor of dental surgery degree from the University of California, Los Angeles, School of Dentistry.
Angelica Barajas

Since joining APLA Health in 2008, Angelica Barajas has been a dental assistant, lead receptionist at Wilshire Dental, Office Administrator at S. Mark Taper Clinic, office manager, and lead administrator for three dental clinics: the Wilshire Dental Clinic, the mobile dental van, and the S. Mark Taper Clinic. In June 2018, she was promoted to the Clinics Director, Dental, position. In this position she is responsible for the coordination of all non-clinical operations of the dental program at all APLA Health dental sites and works under the direction of the COO and Dental Director.
Prior to joining APLA Health, Angelica worked as back office dental assistant and front office receptionist in dental practices in the South Los Angeles area.
Angelica received her Certified Dental Assistant Program at Bryman College in Los Angeles, CA.

Sean Boileau, Ph.D.
Behavioral Health Services Director
Dr. Sean Boileau earned his Doctor of Counseling Psychology degree with a focus on Multiculturalism and Diversity at Arizona State University. He deliberately completed field placements in diversity-focused community counseling centers in economically disadvantaged neighborhoods in Phoenix, Arizona, such as Chicanos Por La Causa-Centro de la Familia and Jewish Family Services. He then interned at the University of California, San Diego, and completed his post-doctoral fellowship at the University of California, Berkeley, focusing on creating outreach programming and providing clinical services for members of the LGBT communities on campus. In his early career, Dr. Boileau served as a psychologist and clinical supervisor with the University of California, Santa Cruz, as well as the United States Department of Veterans Affairs.
Dr. Boileau’s academic training is rooted in the scientist-practitioner model. He has taken his background in Cognitive Behavioral Therapy and integrated what he considers to be the most valuable elements from LGBT-Affirmative Therapy, Interpersonal Therapy, Motivational Interviewing, Narrative Therapy, and Humanistic Therapy.
In addition to serving as APLA Health’s Behavioral Health Services Director, he currently maintains an active role in a multidisciplinary group practice, as well as serving as an adjunct professor at Antioch University of Los Angeles. He has previously taught undergraduate classes in the Maricopa County Community College System and graduate-level courses at the University of San Francisco.

Prior to joining APLA Health, David served as the Associate Director of the Drew Center for AIDS Research Education and Services (Drew CARES) at Charles R. Drew University of Medicine and Science where he continues to serve as a faculty member. He previously lived in Lima, Peru, where he studied Spanish and worked at Asociación Civil IMPACTA Salud y Educación, one of the largest HIV NGO’s in South America, coordinating U.S. government grant writing activities focusing on HIV research and training. There, he also served as a training advisor and mentor for international scholars. He previously worked as the Washington State Training Manager for the Mountain West AIDS Education and Training Center at the University of Washington and also worked as a Medical Social Worker at the Madison Clinic at Harborview Medical Center in Seattle. He has worked with the HIV Vaccine Trials Network at the Fred Hutchinson Cancer Research Center in Seattle where he was actively involved in developing and implementing that organization’s first vaccine study and was responsible for training staff at multiple domestic and international study sites. He is the past chair of the Washington State Governor’s Advisory Council on HIV/AIDS serving for nearly 11 years under 2 governors. He is a commissioner on the LA County Commission on HIV, appointed by the LA County Board of Supervisors in 2017. He is a licensed clinical social worker in the State of California.

Sergio Velasquez

Sergio Velasquez (pronouns: he, him, él) joined APLA Health in May 2021 as the Biomedical HIV Prevention Program Manager, supervising the PrEP Express PrEP navigation program. Later that year, in October 2021, Sergio was promoted to Clinic Director for OUT HERE at APLA Health in Baldwin Hills. In this role, Sergio will work to ensure all patients are able to receive sexual health services in a safe and affirming environment with an intentional focus on promoting access to LGBTQ+ and BIPOC communities.
Sergio began his career in HIV advocacy and activism while an undergraduate student at UC San Diego, where he earned his B.Sc. in Human Biology. There, Sergio participated in several LGBTQ+ student organizations, leading discussions on important topics for queer and transgender students. After leaving UC San Diego, Sergio began his professional career in HIV services in San Diego, gaining experience as an HIV counselor, linkage-to-care and PrEP coordinator, medical case manager, and transgender health counselor. Sergio was also actively involved in San Diego’s HIV prevention community at large, serving as co-chair of the HIV Youth Leadership Council and Ambassador for the CDC’s “Let’s Stop HIV Together!” Campaign.
